That might be, but it's equally likely she was a victim of mixing alchohol and rooftops. After all it's not hard for the average civilian to scare themselves stupid around old gothic looking buildings, especially when booze is involved.

There was a murder just a few feet away from this death in 2001. The door she fell in front of also still sports the axe marks from a murder that happened during its construction.

I'm more inclined to belive it was her companion, or simple misadventure, if for no other reason than the odds. No evidence has been presented otherwise. Rule out the most probable causes first.
Myself, I would start with the city's records archive, looking for a group with a history with the building that spans back through all of the murders.
If you don't find one, check for a possible vendetta against the building and it's owners (were all of the property rtransfers amicable, or are there hard feelings somewhere?)
After you have run all the other leads down to their ends, then you start the sweep and clear process to clear out any undesired anomolies.

Its a very old building, and she was in an area that was blocked off for safety reasons. It is however, where everyone supposedly see's "Ivan" - the ghost of the murderer.
