Evan "Ike" Bimsedi is suspected to have connections with various drug cartels in Central America. These supposed allies of his are stock piling weapons and heavy armament.
The real threat from Mr. Bimsedi is his plan to use these small armies sometime in the future to start a small war. He believes that this conflict will somehow start a supernatural chain reaction, changing the world as we know it, leaving him as the supreme ruler of a post-apocolyptic Earth.

He is considered delusional and dangerous in the extreme.

I um am curious. We were running down leads in Southern California last year, almost exactly this time of year, about some evil menance using the drug trade and the paramilitary forces they're building up to gain a foothold and position himself (or itself) to rule the world. It certainly looks like we might have missed something although we thought it was a fairly thorough job.

I don't see how this guy cannot be related to the stuff we were investigating in SoCal late last year/early this year. I mean, god, we might have missed the biggest fish of them all.

Perhaps we can arrange a secure communication channel to talk about this a little bit more?
