What Sasha meant was basically "read between the lines".

He is also a great believer in politicians being far more intelligent and capable than we give them credit for. Execution, on the other hand, is the hard part, especially in democratic type situations.

The strong wind explanation does not always seem satisfactory. In May 1981 frogs fell on a town in Greece which originated from northern Africa. As usual, no other debris or objects such as alligators were reported.

Until the 17th century, one acceptable explanation was a phenomenon called spontaneous generation. Frogs or woodpeckers or jellyfish were spontaneously generated in the skies and fell to terra firma.
