I almost find it amusing that people instantly buy into the "spent russian booster" excuse. More likely that it be an extraterrestrial craft being shot down and burning up. Rocket launches are done in a way to ensure that the boosters renter the atmosphere over unpopulated areas like the middle of the ocean.

Telling the people that the debris is not hazardous will quell some of the curiosity and probably will allow recovery efforts to proceed more smoothly. The fact it was over populated areas represents a concern in what necessitated the destruction that would generate such a large public exposure?
